Rules for Election of Delegates
Article 1.
These Regulations prescribe the matters necessary for the election of Delegates in accordance with Article 18, Paragraph 2 of the Articles of Incorporation of the Japanese Society of Nursing Science (hereinafter referred to as "the Society").
Article 2.
The Board of Directors shall appoint five (5) Election Trustees from among its regular members. The Election Committee members shall organize the Election Administration Committee (hereinafter referred to as the "Committee"). The Election Committee members shall organize the Election Administration Committee (hereinafter referred to as the "Committee").
2 The Committee shall have a chairperson. The chairperson shall be elected by the Election Committee members from among themselves.
3 The term of office of an Election Management Committee member shall expire at the time when the Board of Directors elects a candidate for the Board of Directors and submits a list of candidates for the Board of Directors to the Board of Directors at the second election after the appointment of such Election Management Committee member in accordance with rules separately determined by the Board of Directors.
Article 3.
The 13 districts, Hokkaido, Tohoku, Kanto A, Kanto B, Tokyo A (including overseas), Tokyo B, Koshinetsu, Hokuriku, Tokai, Kinki A, Kinki B, Chugoku/Shikoku, Kyushu/Okinawa, and the areas of each district shall be as shown in the attached table.
2 The classifications specified in Paragraph 1 shall be determined based on the dues billing address registered at the time the electoral roll is prepared, and no changes shall be permitted during the term of the delegates.
Article 4.
Active members as of the time the electoral roll is prepared shall be eligible to vote.
Article 5.
(2) The Election Committee shall prepare a list of electors and a list of electees and shall present the list of electees to the electors.
2 The electees shall be regular members who are not restricted from reappointment as stipulated in the proviso of Article 19, Paragraph 1 of the Constitution.
Article 6.
The date of the election shall be determined by the Committee and publicly announced to the regular members.
Article 7.
Elections shall be conducted by secret ballot.
Article 8.
Each elector shall select a number of electees equal to the number of delegates in his/her district.
Article 9.
The committee will open the ballot.
Article 10.
(3) Witnesses shall be present when the votes are counted.
2 The Election Administration Committee shall select one witness as stipulated in the preceding paragraph from among the delegates.
Article 11.
In the case of ballots cast by ballot, the ballots shall be opened as to those postmarked and received by the Commission by the date of publication.
Article 12.
Regardless of the method of voting, the following ballots shall be considered invalid
(1) Those voting in excess of the specified number of delegates.
(2) Any other matters contrary to the Articles of Incorporation or these Rules.
2 In the case of voting by ballot, the following ballots shall be considered invalid
(1) Ballots and envelopes that do not use the official ballots and envelopes
(2) Outer envelope without name
Article 13.
Delegates shall be elected in order of the number of valid votes cast in the election.
2 Those receiving a tie number of valid votes shall be decided by a drawing conducted by the Election Committee.
3. The number of votes cast shall be divided equally for votes cast for persons with the same name who are indistinguishable by affiliation or other means.
4 When the elected persons have been determined, the Committee shall notify the elected persons of their election and obtain their acceptance.
5 In the event that a selected candidate withdraws from the competition, the next highest ranked candidate shall be moved up in order.
Article 14.
The committee shall submit to the Board a list of delegates and runners-up elected by district.
Article 15.
Amendments to these regulations shall be made by resolution of the Board of Directors.

These election rules shall go into effect on January 30, 2007.
