Disaster Nursing Support Project Regulations

(Purpose)
Article 1.
The Japan Academy of Nursing Science (hereinafter referred to as "the Society") shall conduct projects to support nursing activities conducted when disasters occur in Japan and abroad. These Rules and Regulations shall prescribe the matters necessary for the Society to carry out in order to promote this project.

(Description of business)
Article 2.
The Society shall carry out the following activities as disaster nursing support projects
(1) Donations to support disaster nursing activities
(2) Publicity to support disaster nursing activities
(3) Receipt of applications for and issuance of project grants under the Disaster Nursing Assistance Fund
(4) Activities for collaboration among academic societies on disaster nursing by the Japan Council of Nursing Academic Societies
(5) Other activities approved by the Board of Directors

(Disaster Nursing Support Committee)
Article 3.
(2) The Society shall establish a Disaster Nursing Support Committee (hereinafter referred to as the "Committee") to promote the projects described in the preceding article. (hereinafter referred to as the "Committee") shall be established by the Society to promote the projects described in the preceding article.
 2 The committee members shall be the Vice President and at least two Board members, and may include any other person deemed necessary by the Board of Directors.
 3 The term of office of the Committee members shall be two years, and reappointment is not precluded. Whenever a vacancy occurs on the Committee, the vacancy shall be filled for the remainder of the term of office of the predecessor.
 4 The Committee shall have a chairperson, who shall be the vice-chairperson of the Board of Directors. In the absence or disability of the chairperson, a member designated in advance by the chairperson shall act for the chairperson.

(Extended Disaster Assistance Task Force Committee)
Article 4.
The Disaster Nursing Support Committee Chairperson shall, with the approval of the Chairperson, urgently form an expanded Disaster Support Measures Committee (hereinafter referred to as the "Expanded Committee") in order to expedite disaster nursing support projects in the event of a disaster. (hereinafter referred to as the "Expanded Committee") may be organized.
 2 Appointment of the members of the Expansion Committee shall be made by the Chairperson with the approval of the President, and must be approved by the Board of Directors at a later date.
 3 Dissolution of the Enlargement Committee shall be decided by the President upon application by the Chairperson and after discussion by the Board of Directors.

(Fundraising activities)
Article 5.
In the event of a disaster, fundraising activities shall be conducted to support nursing activities for victims of the disaster.
 2. Donations received will be handled as disaster nursing relief funds in accordance with the rules for handling disaster relief projects.

(eligible for project subsidies)
Article 6.
Disaster nursing support grants shall be awarded to members of the Society who conduct support activities based on any of the following criteria. However, non-members may also be eligible for the grant if approved by the Board of Directors.
(1) Direct and indirect nursing activities in the affected areas
(2) Information gathering activities in disaster-stricken areas, disaster nursing surveys and research
(3) Dissemination of information beneficial to disaster nursing activities and public relations activities utilizing research results
(4) Other activities approved by the Board of Directors
 (2) Support activities listed in the preceding paragraph, but not activities that fall under any of the following items
(1) Activities deemed to be the responsibility of the national or local government
(2) Activities as an organization that has been in existence for less than one full year.
(3) Activities as an organization that is not clearly social welfare in nature
(4) Activities conducted as a means of political, religious, union, etc.
(5) Activities deemed to be conducted for profit
(6) Activities for which support is not expected to be effective
(7) Activities that are deemed appropriate to be carried out with other grants

(Project grant application)
Article 7.
A person who wishes to receive a project subsidy (hereinafter referred to as "applicant") (hereinafter referred to as the "Applicant") shall submit an application form (Form 1) and a project plan (Form 2) to the President by the date determined by the Board of Directors.

(Examination)
Article 8.
Upon receiving an application for a project grant as described in the preceding Article, the President shall deliberate and decide whether or not to grant the grant, based on the criteria for support activities as described in Article 6.

(Determination of grant amount)
Article 9.
The decision on the amount of grant to an applicant who is determined to be eligible for the grant shall be notified in the "Notice of Project Grant Decision" (Form 3).
 2 Applicants whose applications are rejected will be notified with a "Notification of Rejection" (Form 4).

(Request for issuance)
Article 10.
When a grantee wishes to receive a project subsidy after receiving the notice described in the preceding paragraph, the grantee must submit a "Project Subsidy Request Form" (Form 5) addressed to the President.

(Grant of project subsidy)
Article 11.
Upon receipt of a project subsidy request form as described in the preceding article, the Society shall confirm that the details of the request are appropriate and shall issue the subsidy by transferring the funds to the designated bank account.

(Project Completion Report)
Article 12.
The grantee shall submit a "Project Completion Report" (Form 6) to the Society immediately after the completion of the project, attaching documents to prove the expenditure.
 2 The Society may conduct an investigation of a recipient if it deems it necessary.

(Accounting for project grants)
Article 13.
(2) The grantee shall keep the details of the accounting of the use of the project grant funds clear at all times. In addition, the grantee shall present the necessary records and books of accounts when requested by the Society, and shall not refuse to be audited.

(Revocation of subsidy)
Article 14.
If a grantee falls under any of the following items, the Society may require the grantee to return all or part of the project grant to the Society.
(1) Those deemed to be in extremely poor financial condition
(2) Those deemed inconvenient from an accounting standpoint
(3) Projects that have been partially suspended or discontinued after the grant decision has been made
(4) When the subsidies are used for a project other than the designated project
(5) When an application or use report is made that is not in accordance with the facts
(6) Other cases in which the applicant fails to follow the Society's instructions or is deemed inappropriate

(Revision of Rules and Regulations)
Article 15.
Amendments to these regulations shall be made by resolution of the Board of Directors.

Supplementary Provisions
These regulations shall come into effect on May 14, 2011.

The amendments to these Rules and Regulations shall go into effect on August 24, 2011.

Supplementary Provisions
The amendments to these Rules and Regulations shall go into effect on September 10, 2017.
