Implementing Regulations
(Purpose)
Article 1
These Implementing Regulations are based on the Constitution, setting the following matters in relation to operation
of the Public Interest Corporation, Japan Academy of Nursing Science (hereafter referred to as “the Academy”).
(1) The amount of the membership dues specified in Constitution Article 14.1
(2) Establishment of Committees specified in Constitution Article 52.2
(3) Items specified in Constitution Article 52.4
(4) Items specified in Constitution Article 65
(Membership dues)
Article 2
The membership dues for regular members is Yen10,000/year.
2 The membership dues for student members is Yen3,000/year.
3 The membership dues for supporting members is Yen50,000/unit/year.
4 If a regular member, student members and supporting members suffers damage due to a natural disaster
such as an earthquake, tsunami, typhoon, or other emergency, membership dues may be reduced or waived
with the approval of the Board of Directors.
5 From the membership dues of regular members,
30% or more of the membership dues is applied to operate the business for public interest purposes,
and 70% or less is applied to management costs of the Academy.
The distribution shall be decided by a resolution adopted by the Board of Directors each fiscal year.
(Academic Conference Planning Committee)
Article 3
The Academic Conference Planning Committee shall deliberate over the following matters and report the results to the
Board of Directors.
(1) Outline of the Academic Conference
(2) Selection of presentations and recommendation of session chairpersons
(3) Other items deemed necessary to operate the Academic Conference
2 The Academic Conference Planning Committee shall be composed of the following members.
(1) Chairperson of the Academic Conference
(2) Directors of the Board of Directors : two
(3) Councilors : two
(4) Regular members appointed by the Chairperson of the Academic Conference
3 The Chairperson of the Academic Conference Planning Committee shall preside over the Academic Conference.
4 For the members in Article 3.2.(2)-(4), the term of office shall be one year and they may be reappointed.
(Journal of Japan Academy of Nursing Science Editorial Board)
Article 4
The Academy shall establish a Journal of Japan Academy of Nursing Science Editorial Board to edit and publish this
journal.
2 The Journal of Japan Academy of Nursing Science Editorial Board shall be composed of the following members who have
received approval by the Board of Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 12 persons
(3) Regular members: Approximately 12 persons
3 The Journal of Japan Academy of Nursing Science Editorial Board will have a Chairperson/ Editor-in-Chief and two
Deputy-Editors.
4 The position of Chairperson/Editor-in-Chief shall be held by one of the Directors as provided for in Clause 2,
Paragraph 1, and the other two Deputy-Editors shall be recommended by the Chairman/Editor-in-Chief in accordance with
separately determined selection criteria and selected by the Board of Directors.
5 The Chairperson/Editor-in-Chief will chair the Editorial Board and share editorial work with the two Deputy-Editors,
dividing the work of submitted papers.
6 In addition to the committee members stipulated in Article 4.2, exclusive reviewers may be appointed. Exclusive
reviewers will be recommended by the Chairperson/Editor-in-Chief and selected by the Board of Directors.
7 The term of office for editorial committee members and exclusive peer reviewers will be two years and they may be
reappointed.
(Japan Journal of Nursing Science Editorial Board)
Article 5
A Japan Journal of Nursing Science Editorial Committee shall be established to edit and publish the Academy’s English
journal, the Japan Journal of Nursing Science.
2 The Japan Journal of Nursing Science Editorial Committee shall consist of the following members elected by the Board
of Directors:
(1) Directors of the Board of Directors: two
(2) Councilors: Approximately 12 persons
(3) Regular members: Approximately 12 persons
3 The committee chairperson of the Japan Journal of Nursing Science Editorial Committee shall be one of the Directors
specified in Article 5.2 (1) of the preceding paragraph.
4 In addition to the committee members stipulated in Article 5.2, an Editor-in-Chief may be appointed. The
Editor-in-Chief must be a person with expertise in English language journal editing, recommended by the Chairperson
and selected by the Board of Directors.
5 In addition to the committee members stipulated in Article 5.2, exclusive reviewers may be appointed. Exclusive
reviewers will be recommended by the Chairperson and selected by the Board of Directors.
6 The term of office for editorial committee members and Editor-in-Chief will be two years and they may be
reappointed.
(Selection Committee for Outstanding Manuscript Awards)
Article 6
The Academy shall establish an Outstanding Manuscript Award Selection Committee to select the award papers from the
Japanese and English journals published by the Academy in accordance with the “Regulations for Awards for
Presentations at Academic Conferences etc.”
2 The Selection Committee for Outstanding Manuscript Awards shall be composed of Chairperson of Journal of Japan
Academy of Nursing Science Editorial Board, Chairperson of Japan Journal of Nursing Science Editorial Board, and
additional following members who are selected by the Board of Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 8 persons
(3) Regular members: Approximately 4 persons
3 The chairman of the Committee shall be one of the directors specified in Article 6.2 (1) of the preceding
article.
4 The term of the members shall be two years and they may be reappointed.
(Committee for Research and Promotion of Science)
Article 7
A Committee for Research and Promotion of Science shall be established to promote research activities in
nursing.
2 The Committee for Research and Promotion of Science shall consist of the following members elected by the Board of
Directors:
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 7.2 (1)..
4 The term of the members shall be two years and they may be reappointed.
(Nursing Care Development/Standardization Committee)
Article 8
A Nursing Care Development/Standardization Committee shall be established to develop and standardize nursing
techniques and disseminate them to society.
2 The Nursing Care Development/Standardization Committee shall consist of the following members elected by the Board
of Directors:
(1) Directors of the Board of Directors: two
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 8.2 (1).
4 In addition to the committee members stipulated in Article 8.2, a working group may be established.
5 The term of the members shall be two years and they may be reappointed.
(Young Scientists Committee)
Article 9
A Young Scientists Committee will be established to promote the academic activities of young researchers.
2 The Young Scientists Committee will be composed of the following members elected by the Board of Directors:
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 9.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(International Activities Promotion Committee)
Article 10
In order to disseminate academic research on nursing and promote international research cooperation, an International
Activities Promotion Committee shall be established.
2 The International Activities Promotion Committee shall be composed of the following members elected by the Board of
Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 10.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Steering Committee for Scientific Nursing Technology)
Article 11
A Steering Committee for Scientific Nursing Technology shall be established to systematize nursing through the review
of nursing academic terminology.
2 The Steering Committee for Scientific Nursing Technology shall be composed of the following members elected by the
Board of Directors:
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 11.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Social Contribution Committee)
Article 12
A Social Contribution Committee will be established to consider and promote the Japan Academy of Nursing Science’s
contribution to society.
2 The Social Contribution Committee will be composed of the following members elected by the Board of Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 12.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Public Relations Committee)
Article 13
A Public Relations Committee shall be established to widely publicize nursing science and the activities and
achievements of the Japan Academy of Nursing Science.
2 The Public Relations Committee shall be composed of the following members elected by the Board of Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 13.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Nursing Ethics Committee)
Article 14
A Nursing Ethics Committee shall be established to review ethics related to nursing science.
2 The Nursing Ethics Committee shall be composed of the following members elected by the Board of Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 14.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Research Conflict of Interest Committee)
Article 15
A Research Conflict of Interest Committee shall be established to deal with conflicts of interest among members and
officers.
2 The Research Conflict of Interest Committee shall be composed of the following members elected by the Board of
Directors:
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 1 person
(3) Regular members: Approximately 1 person
(4) External committee members: Approximately 1 person
3 The chairperson shall be the director specified in Article 15.2 (1)..
4 The term of the members shall be two years and they may be reappointed.
(Research Ethics Review Committee)
Article 16
A Research Ethics Review Committee shall be established to respond to requests for research ethics review from
members.
2 The Research Ethics Review Committee shall be composed of the following members elected by the Board of
Directors:
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 1 person
(3) Regular members: Approximately 1 person
(4) External committee members: Approximately 3 person
3 The chairperson shall be the director specified in Article 16.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Expert Committee on Support Activities for Disaster Nursing)
Article 17
In order for the Japan Academy of Nursing Science to consider disaster response from a nursing perspective, an Expert
Committee on Support Activities for Disaster Nursing will be established.
2 The Expert Committee on Support Activities for Disaster Nursing will be composed of the following members elected by
the Board of Directors.
(1) Directors of the Board of Directors: one
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 3 persons
3 The chairperson shall be the director specified in Article 17.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Young Scientists Grant Selection Committee)
Article 18
In order to promote the Young Scientists Grant, a Young Scientists Grant Selection Committee will be
established.
2 The Young Scientists Grant Selection Committee will be composed of the following members elected by the Board of
Directors:
(1) Directors of the Board of Directors: two
(2) Councilors : Approximately 3 persons
(3) Regular members: Approximately 2 persons
(4) External committee members: Approximately 1 person
3 The chairperson shall be the director specified in Article 18.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Research Grant Selection Committee)
Article 19
A Research Grant Selection Committee will be established to promote research grants.
2 The Research Grant Selection Committee will be composed of the following members elected by the Board of
Directors:
(1) Directors of the Board of Directors: two
(2) Councilors: Approximately 3 persons
(3) Regular members: Approximately 2 persons
(4) External committee members: Approximately 1 person
3 The chairperson shall be the directors specified in Article 19.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Rules and Regulations Committee)
Article 20
A Rules and Regulations Committee shall be established to review the Articles of Incorporation and various rules,
etc., in order to ensure the continuous and progressive operation of the Academy as a public interest incorporated
association.
2 The Rules and Regulations Committee shall be composed of the following members elected by the Board of
Directors:
(1) Directors of the Board of Directors: two
(2) Councilors: Approximately 2 persons
(3) Regular members: Approximately 1 person
(4) External committee members and advisors: Several
3 The chairperson shall be the directors specified in Article 20.2 (1).
4 The term of the members shall be two years and they may be reappointed.
(General Affairs Committee)
Article 21
The Academy shall establish a General Affairs Committee to ascertain that Academy entrance qualifications are
fulfilled, and to ensure smooth administration of membership-related functions and Office operations.
2 The General Affairs Committee shall be composed of the following members approved by the Board of Directors.
(1) Directors of the Board of Directors: two
(2) Councilor: one
3 The chairperson shall be one of the directors specified in Article 21. 2 (1).
4 The term of the members shall be two years and they may be reappointed.
(Other Committees)
Article 22
In addition to the committees set forth in these regulations, the Board of Directors may set up temporary committees
as deemed necessary.
(Minutes of General Assembly)
Article 23
Minutes of the General Assembly must include the following matters.
(1) Date and venue of the meeting
(2) The total number of Regular members, and the total number of attending Regular members. (Number of attending
Regular members in accordance with Constitution Article 47 must be separately noted.)
(3) Agenda and resolutions
(4) Outline of discussion and the results
(5) Approval of the minutes secretaries
2 The minutes must be promptly published in the Journals of the Academy and on the website of the Academy.
(Amendments to the Implementing Regulations)
Article 24
Amendments to the Implementing Regulations shall be made by resolutions of the Board of Directors.
2 Irrespective of Article 9.1, amendments to Article 2 of these Implementing Regulations require approval of the
Councilors meeting.

These Implementing Regulations take effect from January 30, 2007.
